Maybe. As 3.3 is scheduled for mid-September, it may be possible for 3.4 to be
out before but I wouldn't count on it.

I don't run either STABLE or 2.2 and the changes are too big to be backported,
I'm afraid. You can get ntpd 4.1 and install it.
