following the FAQ's section for building custom release, i did
cd /usr/src/release
make release BUILDNAME=4.0-STABLE-`date +%Y%m%d` CHROOTDIR=/local/release
CVSROOT=/local/fbsdcvs RELEASETAG=RELENG_4
