Some servers running at 1000Mbps without problem same rc.conf.
Hardware configuration is exactly same.

I think you don't need to put explicit speed option, the system *should*
negotiate for you.
Which NIC are you using? Is it 'up'? Some NICs would stay at 10Mbps if
not 'up'.
