This has been discussed at length in the past, causing me to write an
rc.d script to work around the problem. You can drop this script into
/usr/local/etc/rc.d, chmod 755 it, and make use of it appropriately.

I can recommend Jeremy's script, we use it on all our machines now as a
matter of cause, solves loads of issues. In our case the big one is slow
links from Cisco routers when portfast isn't enabled.
Install script, forget about problem :)
