Comment #5 to https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=211398 has a 
patch that gets you very close to the right place for 9.3.  However, that patch 
works and I am now able to upgrade to 11.0-BETA4.  I have one server almost 
completed.  There are a couple of issues with packages, but they are being 
worked out.
