The process sits at this point, taking up all CPU.

I have to ctrl-c at this point. I never had problems with ruby on this machine before.

I've had this problem for 2 weeks now on my AMD64.. After ctrl-c on the make install, miniruby is still running.
I finally gave up and grabbed the package off ftp.freebsd.org.
