Try playing with hw.acpi.disable_on_reboot and hw.acpi.handle_reboot.
Seeting hw.acpi.handle_reboot = 1 (via sysctl, fwiw)
seems to have at least worked once :)

I'm not sure if these are settable via sysctl or need to be done via
loader.conf.
