Many folks had connection issues this week, so we ended the call early.

I think the most important thing is that we discuss where to put this
handling of connections that do not come to full maturity, which Michael
and Gleb propose fixing with: https://reviews.freebsd.org/D10272
One suggestion, which I will make in the review, is that this case be
handled by the syncache rather than having it go into the full TCP state
machinery.
