Yep, I have tried to run GPSBabel both as a normal user and as root.

Just a quick suggestion - do you have rw access to the ugen(4) device
node(s)? This is often overlooked, it seems.
FWIW, I am using usb_bulk_write() in quite a few local projects
without any problems.
