I have friends that use other operating systems like Linux on equipment similar to mine that are not experiencing this phenomenon. I am no genius, but perhaps it might be worth investigating what other operating systems are doing or not doing that might be causing this problem. Furthermore, since this problem does not exist in FreeBSD versions prior to 12.x, I would have thought that it would be somewhat easier to find the culprit in this matter. I am not trying to infer that the solution is axiomatic; however, I do find it rather odd that it has persisted for such an extended time and now is evident in at least two versions of FreeBSD -- 12.x and 13.x.
