You probably need to increase the amount of allowed wired mappings in
the kernel. You can set it to unlimited with the following:

# sysctl -w vm.max_wired=-1

Or if you want to make it permanent:

# echo 'vm.max_wired=-1' >> /etc/sysctl.conf

This is because the Xen tools make extensive use of wired memory in
order to interact with the hypervisor.
