You can, I don't use portupgrade, I prefer "pkg_delete and make install".

This error is related to X11, newer version of xcb-util, breaks some
ports (perhaps lack of tests).
About misc/xfce4-weather-plugin, this port is not an update, it's just
a fix regarding licence keys.
