This problem not new and was sent developers xfce, but still not fixed ...

I use locale ru_RU.KOI8-R, keyboard-layout labels in UTF-8 but show in KOI8-R
[1] (see attachment).
Options for configure “xfce4-xkb-plugin” not exists [3], like in another plugin
“x11/xfce4-screenshooter-plugin” [4].
May be add options too and not to use NLS?
