Umm.. So how are you (re)starting X?
For xfce(4), it's usually started via ~/.xinitrc
containing at least the entry:

startxfce4

When not using an xdm of some sort, ie; starting X automatically
at boot.

So unless you're [already] attempting it in this fashion.
This should not be considered a bug. :-)
BTW I'm not the MAINTAINER for x11-wm/xfce4. Just tryin' to help. :-)
