RESOLVIDO
depois de penar muitoooooooooooooooooooooooooo
consegui fazendo o seguinte:
retirei as regras antigas para esta porta e coloquei:
pass in on $int_if from $rede to $pergamum port 1521
pass out on $int_if from $pergamum to $rede port 1521
#Externo
pass out on $ext_if proto {tcp, udp} from any to any port 1521 modulate
state
enfim....
