Log:
civ2civ3: change bonus to defense in cities from size 8 to size 9

so it only is given after an aqueduct has been built and the city has grown
with expensive (40 food instead of 20 food) city growth.

Adjust the min size where the city icons change from size 4, 8, 12 and
16 to size 5, 9, 13 and 17.

Patch by David Fernandez (bardo@gna), modified by me.

See patch #5764.

+- Every City with Pop>8 receives an additional free Defend_Bonus = +50%

 - Walls effect reduced from 200% to 100%, and cost reduced from 60 to 30.
 - Great Wall gives additional Defend_Bonus = +50% against Land units, and the

The total city defense is similar to classic ruleset, but here cities receive
some wall bonus for free, and large cities receive an extra bonus, as in civ3:

 Changes:
 - Enabled Tech Upkeep, and multiplied by number of Cities. Random Tech is lost
when balance of Bulbs is negative.
 - If a city supports more Military Units than its population size, each extra
unit will waste one Food, no matter the government.
+- The bonus to defense moved to cities with pop>8 (instead of pop>=8), so
Aqueduct is a prerequisite.
 - Large cities (Pop>=8) no longer get extra units free of upkeep or military
unhappiness. The result is 1, 2, or 3 free units per city, depending on the
government.
 - Disabled happyborders: Units cause military unhappiness if they end the turn
outside cities or fortresses, no matter if they are inside national borders.
 - Readjusted effect of some wonders: Mausoleum of Mausolos, Statue of Liberty,
and those related to military unhappiness. Marco Polo's Embassy obsolete by
Democracy.
