civ2civ3: force bombard and capture units
Set force_capture_units and force_bombard in the civ2civ3 ruleset to make
attacks work like they used to. This is to avoid a rule change bardo, the
civ2civ3 maintainer, haven't had a chance to review. He can allow the player
to choose between multiple legal attacks when he gets back.
