Wouldn't this be disastrous if the unloaded unit was a non-airborne one, where you could easily lose it at sea if you unloaded and then moved your transport without moving the unloaded unit to safe ground first? IMO the only intuitive way of unloading a transport or carrier is to select the loaded unit from the stack and then move it to an adjacent tile. On the other hand, if you move your transport/carrier to a port city, you get a different 'Unload transport' (Shift-U) command that works fine. This also seems to me the only case where you'd want to actually unload transported units onto the tile the transport occupies, for example to defend the city in question.
