The top level window was being shown before the theme was applied. This resulted in a second or two of the default gtk theme being visible before the freeciv theme was painted over everything. The attached simple patch fixes this minor if very noticable annoyance (for people on slow systems like me :)). Applicable to trunk, and branches 2.1 and 2.2.
