Offhand I recall the major issue with this was the AI, which would 
persistently waste units attacking while tired and without chance of 
victory.  However you'd think the AI would do success-chance 
calculations which would include the tiredness penalty...?  But I'd 
suggest checking it out and see if there are indeed problems there.
