Details:
Min, Max and Default values for endyear and onsetbarbs settings are
problematic to set. They are set before any ruleset is loaded, but sane
values would depend on calendar defined in rulesets.
Attached patch changes them to use turns instead of years. endyear is
replaced by endturn, and onsetbars value is turn instead of year.
Old savegames, which contain year based values, are not cleanly converted. I
hope this will not cause eny major problems.
