Details:

handle_tile_info() checks if a tile has changed due to changes in specials
(irrigation, etc.), and then clobbered it when checking for changes in
resources.  This caused agent calls to be missed - they didn't happen at
all.

Attached patch lets an earlier tile_changed = TRUE win.
