The AI does not utilize scientists instead of workers, even when they are
producing 0 bulbs, and will continue producing no research throughout the
game. This is particularly a problem with the scenario maps, as I find it
particularly hard to generate trade on them (as does the AI too) otherwise.
Even if one city had to take a hit to growth, the game doesn't go anywhere
with no research...

I attached a saved game to show this.

This is using the trunk version. Hard, Experimental, and Cheating AI levels
are used in this savegame (UN is cheating, us and china are experimental, and
almost everyone else is hard)
