Details:

Seems the problem was added at revision 15698 for bug #14050.  Because
"game.save_players" is not defined in scenario, it was always considered as a
savegame.

The attached patch revert the change of revision 15698 and use
secfile_lookup_int_default() to determine the number of players instead of
checking is_new_game.
