Details:
When you transfer a city to an ally, the client still thinks the units in the
city are yours, until the next turn.
They show the flag of your nation instead of the other, eventhou you can't
operate with them.
Surprisingly, when your transfer a city from an ally, the new flags of the
units are shown correctly...
This is for S2_1 branch, i don't know in trunk or S2_2.
