The short answer is: when it's ready. ;)

The long answer is: I'll start QAing the code next week to try and
weed out any showstoppers together with the other maintainers. There
will be a notification on the freeciv-i18n list as soon as it's
release quality and the code is frozen so that translators can
finalize the translations.
