Details:

I've observed this in the most recent release but haven't checked whether it
is the case in trunk.

At the start of a turn, some automatic movements are done before control is
handed to the player.  Part of the order seems to be:
1. Select unit for player to send command to.
2. Move all units in explore mode, focusing on each one in turn.

The result is that you end up focused on an exploring unit, while your
selected unit is somewhere else.  While it is easy to work around, centering
on the selected unit should logically be the last step before control is
handed over to the user.
