Reported in bug #14532 by Jordi Negrevernis i Font (jorneg).

The crash occurred when attempting to prepend a unit to a uninitialized tile.
 Tracking this problem on server side, it seems that some infos are sent to
the clients when loading a game.  Here, a unit info, linked with to an
unfogged tile.

I see two way to fix that problem:
* Disabling send unit, city, tile infos when the game is loading.
* Detaching all connections when loading a game.  It would be of course the
simplest, and probably the best.
