Details:
Following the thread from bug #14448 and bug #14452.
Now embassies can be created via diplomatic treaties, even if Marco Polo
Embassy is built. Now fixing it in diplomat actions.
The patch S2_1 just enables it. The one for S2_2 and trunk divides the
function player_has_embassy() into 3 function:
* player_has_real_embassy(): returns whether a real embassy was founded.
* player_has_embassy_from_effect(): returns whether the player has a virtual
embassy from an effect.
* player_has_embassy(): combines both.
struct player field 'embassy' is renamed real_embassy. Same thing in struct
packet_player_info.
