Follow-up Comment #4:
It occurs because the turn is strangely set to -2 since it has been added at
revision 3719 and -2 means improvement destroyed. You have to wait the third
turn to have a palace. Raimar Falke (rfalke) maybe knows why it has been
designed like this.
Fix attached. Note it is not critical in S2_1 because the improvements of
the cities are not turn-based, but so strange to begin scenarios at turn -2.
