Details:

For PR#39870, lot of error messages have been added to unsure the handle_*()
functions grant right unit/city ids.  They are wrong.  It totally ignores the
case in a multi-player game (moreover with some lag) that a unit or a city
could be killed in server side before the client knows it and issuing a
command on it.

Fix attached:
* Replace LOG_ERROR by LOG_VERBOSE in those messages.
* Replace "Shouldn't happen" by "Probably lost" or "Probably died or bribed"
in the comments.
