Details:
Changing a parameter before starting a game and pressing "apply" causes that,
when the game actually starts, an attempt of resetting the changed parameter
to saved value is performed.
an example may help:
saved (to file) setting parameter:
techlevel 0
before starting game:
/set techlevel 1
techlevel has been set to 1.
as soon as the game starts:
<user>: 'set techlevel 0'
/set: This setting can't be modified after the game has started.
this doesn't happen if you press "save" instead of "apply".
