Follow-up Comment #1:
Please check the tax settings as well as the workers in the cities.
In the savegame you have:
* luxury/science/tax = 30/10/60
* government: democracy
now set the governor of all cities to max science
=> 424 bulbs
switch to republic and restore taxes (it is set to 10/80/10)
=> 283 bulbs
switch back to democracy and restore taxes (it is set to 10/90/0)
=> 424 bulbs
so the bug is, that the tax rates are changed; the reason can be found in the
source code at ./server/plrhand.c:finish_revolution()
/* Keep luxuries if we have any. Try to max out science. -GJW */
The attached patch keeps the rates if no one exceeds the maximal possible
rate (for S2_1, S2_2 and trunk); perhaps a notification to the player should
be included?
