I've been running into this too (e.g., changing the Release in <http://gna.org/bugs/?15373>). For me, the change appears to go ahead (green banner at the top), an entry goes in the bug history, the email goes out, but the actual field remains unchanged. In one case I found that changing fewer fields at a time worked (<http://gna.org/bugs/?15319>).
