Actually, now I come to read pepeto's comment, it quotes "The initial revenue
depends on the trade already produced by the two cities". This is still true
(I checked); it's not a problem for "city refresh without side effects" as it
only happens once.
The issue reported by jorneg on -i18n, about the ongoing revenue, is the one
I've fixed; that indeed no longer depends on trade.
