Details:
Vadim Mikhnevych notes on -i18n that the English noun "vote" has two
meanings: a "vote" as a process or formalised choice ("the council held a
vote"), and a "vote" as an instance of voting ("the mayor cast her vote").
The attached patch adds some TRANS: comments to disambiguate where which is
meant isn't clear from context. (In most cases it's the former.)
