Follow-up Comment #1:
Fix attached for S2_1/S2_2/trunk.
The S2_2/trunk version doesn't attempt to take account of foggedborders;
that'll be dealt with under bug #15557. The behaviour after this patch is
that you'll be told about the real borders state with no penalty if you try
to drop someone inside peaceful borders, even if you can't see those borders.
