Follow-up Comment #5:
I followed the path to check how the terrain is changed. I found ways to
modify the terrain of a city to a TER_NO_CITIES terrain:
* From the editor.
* From irrigating.
* From mining.
Last two points doesn't occur with default rulesets. Fixes attached. If I
missed a point somewhere, I also added an error message (and an assertion in
trunk) in tile_set_terrain().
