... as report by kinetic in bug #14658.
Which makes impossible to get a palace or any other improvements if you build
your first city before 2 turns...
Fix for that scenario attached. Fix for the server to don't load this invalid
value from the scenario attached too.
See also bug #14658 and patch #1424.
(Attached also a notification to the original author of the scenario, as the
freeciv-maps project doesn't have bug tracker).
