Details:

In release 2.1 was introduced a new exellent feature which allows diplomatic
treaties to be initiated without both parties having to be present at the
same time. In 2.2 it has been broken. The client no longer displays meetings
that have been started while the player was absent. Also, if a player starts
a meeting, accepts treaty and disconnects, the meeting is not displayed to
them on reconnect.

Furthermore, the unfinished treaty still exists making it imbossible to start
a new one between the players involved while the hidden one cannot be
accepted. This is a serious flaw for multiplayer games.

There is a workaround, though. If one of the involved players is aitoggled
temporarily, the treaty is cancelled on the process.
