Follow-up Comment #3, patch #1702 (project freeciv):
updated version of the patch for S2_2 and trunk; changes:
the update of the scrollbars will only be successful if the city dialog was
drawn on the screen; before some default values are set and there is no
result. I needed a long time to get this ...
If there are no objection I will apply all of these patches tomorrow
