Details:
I never build sewers because I find it hard to manage cities of size over
12.
thus the message "needs an improvement to grow further" is confusing to me:
when the improvement needed is aqueduct, it is important, if it is sewer it
is not.
Wish: make the message mention the improvement needed, or the current size,
or let me suppress the message if size is already 12.
