Follow-up Comment #9, patch #1416 (project freeciv):
I translated the city names to Venetian and added some cities.
I also removed the excess doges; all types of government should have unique
ruler titles. Added 'viceroy' for monarchy (Venice was a viceroyalty under
Austrian domination).
