Follow-up Comment #1, patch #1740 (project freeciv):
Every nation may introduce only introduce one new ruler title, this one
introduces two: bailiff and federal councillor. But that can be solved by
adding bailiff as a ruler title for the Normands (the Channel Islands are
officially bailiwicks).
