Follow-up Comment #1:
Seems when a connection was connecting as detached state, it didn't receive
the running vote. The attached fix the problem and make miscellaneous cleanup
in the voting system. Additionally for trunk, the packet_vote_update gets the
is-info flag. This shouldn't be incompatible to set it for the S2_2 branch,
but I prefer don't take any risk.
