Follow-up Comment #1, bug #16292 (project freeciv):
One idea is to crop the right and leftmost 1/6 of the image before
compositing with the mask.
Though this might cause unwanted behavior with flags that have emblems that
are not centered or are otherwise unsymmetrical.
