Follow-up Comment #3, patch #1829 (project freeciv):
There's a policy in doc/README.nations that says if two "modern" nations
might claim a city, the nation to which that city currently belongs in real
life gets it in Freeciv (to avoid arguments). Not sure if that's what you
mean?
