Details:
Over in bug #16614 / patch #1696 it's been suggested (by me and others) to
increase MAX_LEN_NAME, after a UTF-8 encoded nation leader name bumped into
the current limit.
MAX_LEN_NAME is used to size a large number of diverse entities in memory and
on the network (so any such change would require a capstring update). It
hasn't changed from its current value since at least the time Freeciv was
imported into svn in 1998. So some bugs may be exposed by this :)
Patch attached which ups MAX_LEN_NAME from 32 to 48 octets.
Testing performed: one autogame, some client/server testing (including
restoring the Nicaraguan leader name from patch #1696).
