I'd say that bug is not in Freeciv, but in the fact that /etc/hosts makes
"localhost" to resolve as "::1" even though IPv6 is disabled in the system.
It then depends on how you disabled IPv6 if bug is in openSUSE or in your own
actions (if openSUSE provides some tool or something for disabling IPv6 it
should take care of this "localhost" issue too)
