Details:
Since bug #13422 / patch #1473 / etc, the URL Freeciv presents for bug
reports has been https://gna.org/projects/freeciv/ .
Unfortunately, gna.org uses a site SSL certificate signed by an issuer
(cacert.org) that is not included in all major browsers
<http://wiki.cacert.org/InclusionStatus>. This means that users visiting that
URL tend to get presented with security warnings; in the case of Firefox at
least, this completely obstructs all access to the site with a rather
unhelpful message, and you have to either add a security exception or install
the cacert.org CA to get past.
Faced with that, I think many potential bug reporters will just give up.
The equivalent non-HTTPS URL, http://gna.org/projects/freeciv/, works for
anonymous users to submit bug reports.
